Making black panel tone stack

Hey guys! Sorry if this question seems silly. Still new to this! Is there a way for me make a pedal that doesn't necessarily have drive just the tone stack from a fender black panel amp? I have the super stevie right now and it does a great job at those thick tones but that comes with a mid boosted sound. It sounds like the lower mids are being boosted at least at low drive settings. I'm just looking for something to run before or after my new space heater from sushiboxfx  to emulate those tones. I plan to have it go into a blues jr so I might have to find away to make the eq on that more neutral. Thanks!!

Perhaps start by looking here: https://www.runoffgroove.com/tonemender.html

If you go completely passive, you're going to be dumping a lot of signal to ground.

Editing to include more background info on passive filters provided by the wonderful @Chuck D. Bones:

I think dumping some signal wouldnt be too bad for me. It would allow me to turn up the space heater as the recovery stage and my amp to get the tubes working more. Right?....Having an extra buffer does sound good though.
