Mini Heterodyne Receiver Never Silent

My Mini Heterodyne has a constant sound when engaged even without an input signal, it sounds like it won't gate. All the functions appear to be working correctly, if *very* loudly. This continuos noise was mentioned in an older post; https://forum.pedalpcb.com/threads/mini-heterodyne-receiver-is-never-quiet.8064/ and it was solved by switching out the CD4069UBM (IC2). is your DC jack soldered to the breakout board? it looks like it isn't. What circuit is with it in the box and how is it wired?
It is disconnected for troubleshooting. It is cased with a Deflector reverb after it on a separate footswitch, which is working fine. The output of the Heterodyne on the foot switch goes into the input of the Deflector on the other footswitch. That all works as expected, just that pesky wall of noise. I've seen a few posts that describe it being very noisy, maybe it is supposed to be that unstable? Hoping someone has built one to confirm

Im just now checking back over what I did. I recall pulling an IC from my working Low Tide (Presumably the 4046) and changing it out with heterodyne, but now if the issue is IC2 and not IC6 then that wasn't good troubleshooting and the issue may actually also be my 4069...which naturally I dont have a spare in another pedal, and of course I only placed a Tayda order a few days ago.
So square one on that one.

Thanks, this is the mini version so I think the ICs are numbered differently. I've ordered a replacement 4069 and will try that first
