Popping noise when pressing the stomp button

Does it have a drop down resistor in the input section?

There is a pulldown on the output, not input, but the standard wiring diagram grounds the PCB input in bypass so it shouldn't be necessary.

However, you can certainly give it a shot by tacking a 1M resistor from the IN pad to GND.

If I change R1 from 1K to 1M or put a 1M resistor between IN and C1, would that help the popping?
Changing R1 to 1M or inserting one in series between IN and C1 isn't what you want. If you want to put a pulldown resistor in the circuit, you'd attach one side of the resistor to the circuit IN and the other side to ground, like @Robert said here:
