Question about Carl Martin Compresser Limiter

I recently purchased the Carl Martin Compressor Limiter, and I find that there is a point with the threshold control where it drastically lowers my volume. There is really no blend between when the pedal takes effect, it either completely lets go of the effect or totally kicks it on right at about 2 or 3 o clock on the threshold. Is this normal?
