Do they clear the snow off the roads to cement or do you drive on snowpack?

Finland. On how scraped roads stay I’d say it all depends really how much snow there is. Wide highways are salted, but get packed temporarily under heavy snowfall. I prefer snowpacked ’cos without it ice everywhere. Studs ftw.
