Stockade Voltages

Appreciate it if someone could post their voltages for this build? After probing Ive got signal all the way to pin 3 of the IC but for some reason it will not pass to the other side. Pulled the IC and put a TL072 in to see if I had a bad IC and same thing. Reflowed the socket pins and that didn’t help. Jumped pin 3 to 7 and at least got a signal out to the output. Really strong to R12 but as soon as it hit the vol pot it dwindled significantly. I went back and checked all values and they’re correct. R16 shows 10k on new build doc. Mine has 1M (old board). My voltages are:

1- 2.97 Q1 E- 3.12. Q2 S- 0.00 Q3 0.00 on all 3 Q4. E-3.19. Q5 E-.72
2- .78. B- 2.49. G-.77. B-2.48. B-.81

I’ve got a Super Hetrodyne that I finally got to going today that sounds wack but I would like to get this one going before pushing for help on two. Thanks. Brian

You mean LM833 right?
There is a way to create tables in these posts, it's that little window-pane symbol. You might want to look into that. Picture resolution is too low to be of any use.
Now for the good part...
The measurements you made on Q1 & Q4 indicate that you are using a low-quality DVM. It's loading down the circuit and messing up the readings. Did you happen to get it from Harbor Freight? Even taking that into account, the voltages on IC1 are a little low (except pins 4 & 8). That by itself would not prevent the pedal from working.
You said you had good signal on one side of R12 but not at the VOLUME pot. Verify R12 is 1K and not 1M.
Don't bother measuring Q2 or Q3.
When you report voltage measurements, you also need to report the position of all of the controls since some of them affect the measurements.
Visually inspect all of your components and solder joints under magnification. Make sure you have all of the correct parts installed and oriented correctly. Recheck the off-board wiring.
