The difference between DC-DC converter and voltage regulator

Both of them play the role in keeping the voltage stable, so what differences between the DC-DC converter and voltage regulator are?

The DC-DC converter is a DC converter. Because the DC voltage cannot be changed by the transformer, the DC voltage should be changed into AC voltage through oscillation, next, the voltage is increased or decreased by the transformer or chopper, and then filtered into the required voltage. Generally, the voltage regulator can only decrease the voltage, but not increase it.
