SOLVED Ungula - Low Output Again!

Had some issues with bad GE transistors on the Ungula, eventually ripped off some solder pads trying to swap out parts and grabbed another board with an order during the last sale. It's a little flux-y still, but I'm not seeing any shorts or other issues that would cause output to be slightly below unity with the volume at max. I did make some changes as per Chuck's suggestions - R18 is 4k7, C10 is 10N, and the volume pot as A100K. I originally used an A1m like the stock, but didn't see the point of that and swapped it out.

The germaniums in this are MP38A, tested at 59 and 57 HFE, with leakage at 7ua and 14ua, they work just fine in my other builds.
Q2 voltages are E: 7.69 (seems very high), B and C both around 1.64. Q3 is E: .03, B 0.15, C: 3.14 so there's definitely something off there.
