Voltage divider issue

I have the following schematic and voltages....I was under the impression that the 10K resistors form a voltage divider and VCC should therefore be ~4.5V, am I wrong?

Nope, you’re right. Somewhere you have VCC feeding back into Vref. I had the same issue just last night. Up until 2am sorting it out. It looks like you have pins 8 and 4 of an IC on the wrong side of the voltage divider, too:
