When playing guitar through the pedal the mix and level knobs affect the signal, but the others do not. The non-audible pots measurements change when they are rotated. There is no audible oscillation. The FV-1 seems to have normal voltages. Is there a signal path I can probe to solve this wacky mystery? Any perspective is appreciated. I am aware that I need to clean up the soldering and leads.

I would use an audio probe to check for signal at the fav-1 input pin (pin1, top left) and output (28, top right).

I get clean guitar at pins 1 and 2. Nothing audible after that.

You can also access the programs built into the FV-1 by grounding pin13. you can do this by slidering a wire onto whichever side of R5 connects to pin13 and grounding that wire.

This would get you the patches 0, 1, and 2 listed here (depending on toggle switch position).

There been a definite frequency in the troubleshooting threads lately. Is this a Reddit trend or something? Wire surplus?
Anyway, OP:
Ground the eeprom pin as previously discussed. If it's still no dice/dry only, verify your oscillator is oscillating. Either with a scope or a DMM that will count frequency.
If you have 3.3v, no internal program output and a proper clock, your fv-1 is bad.
If internal programs work, your clock and fv-1 are good but there's an issue with your eeprom.
If nothing works, including your clock, your clock is bad.
