Bought this a while back and couldn't get it working, decided to start troubleshooting again.

Right now I have the FV-1 oscillator up and running, but nothing on the 12MHz. All pins on the CH341A are at 3.3V, except 2, 11 and 12 (RSTI, GND and USBD-)
The linear regulator gets kinda warm when plugged in, but I've double checked for shorts and don't see anything.
I know oscillators can be interrupted by probing them, but I was expecting to see at least some evidence of oscillation.
Any suggestions on what to check?
1. Did I get the wrong crystal? Pretty sure the caps are 20pF.
2. Does the lack of oscillation mean there's something wrong with the CH341A? Shouldn't it oscillate as long as there is power?
3. Could the crystal leads be shorted to the case?
