Build doc mentions a 3mm LED is needed, but I don’t see it anywhere on the board. I DO see the regular power on LED on the board. Are these the same thing? Should I ignore the build doc?

It's just the ON/OFF status LED.

Yes that's an older build doc, the indicator LED used to be listed in the parts list.
