Hmm I think I see the problem ... several film caps are mounted upside-down/backwards ...
Seriously though, you say you've got zero power to the 4558, have you tried another 4558?
I know you said no obvious shorts, but now look for the less-than-obvious — remove the 4558 socket and have a peek underneath it.
Trace the power path to the 4558, I know a correct resdef schematic would help and yes it is "
harder to chase down the issue"..., but with the Moonshot and your DMM set to continuity, you should have enough to work out the power-path here.
I'd start by taking the Moonshot schematic and trace the PCB and relabel the refdes on that schematic.

At any rate, looking at the Moonshot schematic, it shows in the power section a 100Ω resistor leading to pin 8 of the 4558.
A 100Ω resistor should be brown black black black brown, and I can't tell what you have there, colours are dim.
Could be brown black black
purple brown = 1GΩ (unlikely);
so might be brown black black
red brown = 10k;
unless that band is scratched off or something, whatever it is, it is NOT brown black black black brown at R103, just right of 4558's pin 8.
If it is NOT 100Ω, then that could explain why you've got "no" power to your 4558.
Need more light on the PCB to see what the colours are, as per ErikS's.
