Trembling Loon rate LED brightness

Hi! I think this is a simple question. I'd like to reduce the brightness on the rate LED of the Loon I just built. However, it looks a bit different than what I'm used to:


I assume LED1 is the rate LED. Would I increase the value of R14 to reduce brightness? What's the function of R13?
