Trembling Loon Tremolo Issues from an amateur builder. Send help!

Hello! So I just built the trembling loon tremolo, and I’m having some issues.
-Whether the pedal is on or off, both lights flash (also, should both be flashing or is one an on/off indicator?)
-There is no tremolo effect
-When turned on, the volume is lower than the amp, even with the gain knob jacked.
-The lights change their flash when I mess with the knobs, but no sound is effected.
This is the 2nd pedal I’ve built, and the first one I’m trying to troubleshoot, any help would be extremely appreciated! Thank you! A3E65760-F10B-4C37-ABC6-2B7A68D9F1BB.jpeg
 
LED-1 is meant to be the 'Rate' indicator light. LED-2 is meant to shine on the LDR. The red LED you have on the PCB is meant to be the bypass indicator.

I suggest removing LED-2 from the enclosure mounting and mount it onto the PCB in such a way that it points directly at the LDR. Or remove both the LDR and LED-2 and wrap them in heatshrink tubing and then mount to the PCB accordingly. The photo is to demonstrate how I housed my LED-2 and LDR. LED-2 and the LDR are meant to act as a Vacrtrol opto-coupler.
