Ah! Ok that makes sense, and looks like they might still be long enough to hold a cap in place or reach to a neighboring vero pad. Thanks for checking that out, missed it when looking at the sheets. That must be it.I'm pretty sure it just means there's no long lead for the anode, they're flush but still long enough. Here's a random datasheet for an nichicon cap that comes in straight and cut. The rubycon sheet shows a little mark too where they're shortened, not flush but that's probably just manufacturer differences.
