Awful Waffle, extra 100k resistor?

Hello, I noticed that the AW has a 100k resistor not on the BOM, layout, or schematic. Can this spot be left empty, or does it need to be jumper-ed? I'm having trouble with the LED on a second awful waffle board. In both cases the LED won't light up with the proper +9v. I currently have the 100k resistor installed. Could this have anything to do with my issue? I thought I'd get this part out of the way before I try the troubleshooting board.

The 100K was added to get rid of ''Popping'' that members have been getting when switching the pedal on & off.
It has no effect on the rest of the circuit!
