Dung Beetle rev 2.1 electrolytic cap 25V

I just received a rev 2.1 dung beetle pcb and it has 25V silk screened around C1, C5, and C100. The build doc does not specify any voltage rating on those caps and the pcb screenshot does not show the 25V silk screen around those caps. Why was 25V added to the silk screen on rev 2.1?

9VDC. Can this circuit be run at 18VDC? Is That the reason for the 25V electrolytic cap silk screen?
