Frequency Interchange resistor to omit?

My frequency interchange board shipped with R1 blacked out with sharpie. Is this meant to signal omission, or is it just a stray sharpie mark? Build docs don't seem to reference anything. Just checking.

The incorrect value was printed on the first batch of PCB's, it should be a 1K as listed in the build doc.
