Gain and Tone controls do not work in my Kliche mini! Help!!!

I really don’t know what else to do with this pedal, the volume is low, the Gain and Tone control don’t seem to make any difference! I have tried to replace the ICs, checked all the parts individually, replaced some resistors but still nothing happened!

I replaced the Jacks just in case as well, the bypass works good but when I engage the pedal, I have to roll all the volume pot all the way up to get some volume but that is it, not gain or tone changes!!

Any one could help me with it please?

Alright well let's get down to the basics, can you measure the pins of each IC and report back here? List the part number for each you used ie TL072 etc because I can't see them in any of the pictures.
 
with the pedal powered up, set your multimeter to >9 DC volts and attach the black probe to ground. Use the red probe to measure each pin individually and record the readings. Some IC's have an indent for orientation, some have a dot, this covers both.
