Hydra Delay no wet signal

Just finished building the Hydra Delay. I get signal through on bypass, and signal when pot set to fully dry. No signal with Wet. LED lights up. Using 9V center negative adaptor.

Use a jumper wire to ground the right end of R5 and see if you get a wet signal.

It won't be the Hydra algorithm, but it'll determine if the problem is the EEPROM.
 
Can you take a picture as close as possible to the pins on the left side of the FV-1 IC?

They almost look like they didn't all get soldered.
Ahhh you guys are right, that whole side was not soldered! I ordered it as presoldered so i didn’t even think that would be an issue there.

Would that be a reason the EEPROM is reading 0 voltage across one side of the chip roo
