Kliche Not Working

Should preface by saying I've built a few of these and they all worked right out the gate.
This one I'm getting sound up to R8 and Pin 5 of IC1. Tried 2 different TL072 and same issue.
IC3 gets incredibly hot right away. I get some signal on both Pin 1 of the dual gang gain pot.

Clean the board with some IPA. Also I see waaaay too much solder on some of the joints. Many look cold too. You should reheat the cold ones and possibly reflow them for a more solid connection
