New Seahorse build "works" but has issues.

just finished putting it together today, flipped it on, and it makes this terrible distortion noise. There is echo happening, and the led does pulsate with the rate.
The intensity and dimention pots are both making the worst of the distortion noise. however the only time I have yet to hear anything remotely close to "chorus"noise is with those two pots.
I looked at a few other threads about this pcb and noticed that two other builds had different capacitors in several spots, can someone take a look at mine and tell me if I messed up? I don't think I messed up according to the build doc (reffering to C19, and C20)

any help would be welcome.

Those are the correct values for C19 & C20. It looks like you may need to reflow some of the pots..

lol, yeah so I reflowed those and almost the whole board. it still makes the nasty hissing distortion. perhaps I"ll take out the sockets and just solder the ic's to the board.

Don't do that, you risk damaging the board for little or no gain. Make sure the 78L05 is tight in the socket. Try a different PT2399 (another reason to keep the sockets). Some of them are noisy.

Let's see the other side of the board.
