SOLVED Proposition muddy quiet signal

I've got a proposition pcb that is getting a quiet muddy signal. here are the readings im getting from the IC's

IC 1
pin 1 - 4.07v
pin 2 - 4.10v
pin 3 - 1.94v
pin 4 - 0v
pin 5 - 4.04v
pin 6 - 4.04v
pin 7- 4.25v
pin 8 - 8.19v

IC 2
pin 1 - 4.06v
pin 2 - 4.06v
pin 3 - 3.56v
pin 4 - 0v
pin 5 - 4.10v
pin 6 - 2.35v
pin 7- 4.06v
pin 8 - 8.19v

here are Photos of the pcb. i've got the clipping LED's raised up so i could have them visible on the faceplate of the pedal. i wanted to make it look like a Rockman x-100 sustainor. could that be why the signal is quiet?

yup. you are correct. I put 470k in R14 R34 and R55. im checking the rest of the resistors now for anymore goofs. Good eye! thanks for taking a look and offering help. Im super excited for this PCB. Ive been searching ebay for 10 years trying to find a cheap rockman sustainor but they keep going up in price and it seems more people are catching on to those and the x100rockman headphone amp too.
 
Hopefully that's it R34 would likely cause a wee bit of muddyness I think and R55 would defo drop the output a tad

But I'm not sure on your voltage readings check the voltage you get on D102 cathode if the charge pumps doubling voltage I'd expect 16v ish there and check IC5.2 pin 7 for what your VREF voltage should be
 
I found several other resistors with wrong values. After checking all the resistors I found 3 capacitors that were incorrect as well. I don’t have the correct values on hand but I plugged in anyways to see if it was closer to sounding good. Sounds way better but the taper on bass and treble pots is weird. I think once I get these caps replaced I will be in business. Wish Tayda still had the cheap shipping option so I could order parts now hahaha. But I gotta wait until I have a more substantial order.

The bass and treble are active looking at the schematic so they'll both cut and boost the tone

If you've got any incorrect caps or resistors in the part of the circuit it will affect it but in may just be the fact that they cut and boost the frequencies that make the taper appear weird

What voltages do you actually get at D102 cathode and pin 7 IC5.2 now, with the changes you've made
 
Just tagged out the incorrect capacitors and plugged it in. and all is goood. this pedal nails that rockman tone. im going to make this enclosure look like some sort of modern Rockman pedal. I think one day I would still like to own some original rockman rack stuff(sustainor, stereo chorus and stereo echo) but this will do until i win the lottery. thanks everyone for helping me get this circuit figured out!
