Tweed 59 Tone pot impacting volume

Howdy all,
I just finished up the Tweed 59. When engaged there's a bit of a volume drop, UNLESS I turn the tone all the way to the left. Then, it really cuts the high frequencies, but also boosts the volume. I reflowed everything. I have no bridge joints and I'm at a loss as to why this would be happening.
I also checked the bias on the 3 transistors on the drain leg.
Q1 is measuring 4.7
Q2 is measuring 4.9
Q3 is measuring 3.9

So given that, is there anything that would cause the tone pot to have such a big effect on the volume?
