i just took a chance on ebay with a guy from Ukraine who people have mentioned before in forums like diysb .. got 24 duds it looks like ..his ad said for fuzz tested .. all have leakage 600-1200 ...almost all germanium been sorted out it looks like ..i tried them in a few breadboards and got nothing ..
all depends on transistors, you have to test a lot to find your sound, It's been a while since I used fuzz, I've gone back to playing only with distortions from heads or combo, at most an overdrive to boost the dirty channel

write to musikding and ask for a set, forget about the transistors from Ukraine, they are not suitable, I tried many of them too and one decent one came out every 100

Some models of germanium transistors are just very leaky, it’s the nature of the beast. And the leakier the transistor, the more that the leakage will fluctuate with temperature. A transistor that leaks 10μA at 60°F will leak ~20μA at 78°F, not enough of a change to meaningfully affect the bias. But a transistor that leaks 350μA at 60°F will leak ~700μA at 78°F. Was it warm in your room? And did you let the transistors settle to room temperature after handling them? The GT404x family of transistors tend to be on the leakier side, but 1mA seems high if you’re measuring them at 70°F.
(And are you sure that he said that the transistors had been tested on the eBay listing? I’ve never seen that from him, and I’ve bought quite a few from him over the years.)
