This just in.

Declared value, US$200 (previous package was valued at $25 cheaper at US$175).

Fee paid at the door to Canada Post for Duties, less than CAD$15.50 (previous package's duties extorted by UPS: CAD$117 and change).

The package is smaller, but that doesn't matter because in both cases the shipping was already paid to the parts-supplier at checkout.

The above costs are strictly DUTIES & RELATED HANDLING CHARGES. Look at the numbers again.
Cost of duties and handling charges of a package delivered by the postal services of two countries US$11.60
vs
the duties and handling charges of UPS (US$88).

The difference in price has got nothing to do with taxes & duties:

$200 package, duties — $11.60
$175 package, duties – $117.xx

PS:
Here's the breakdown from the previous package, prices in Canadian Dollars:
Duty: $2.09
Goods & Services Tax: $11.49

Excise: 0
UPS BROKER FEE: $99.30
UPS BROKER GST: $4.97

TOTAL VALUE FOR DUTY: $227.83
UPS TOTAL C.O.D.: $117.85

SEE WHY I SEE RED?!

A few years ago we installed a cedar fence. Ever since then the paper wasps continuously build their nests on it and eat at it. Constant battle.

You can refuse to Pay , can't you? & tell them to return to sender?

Then where would I get the parts?

I can't impose on Fig for everything.
I think we're supposed to be able to do the paperwork ourselves... but that's not as it's easy to find out where and how. Must also be overly complicated just so it's faster to pay the 99$ extortion fee.

Why is it a USPS bag and a UPS bill? That’s a tag-team forged in Hell.

SEE WHY I SEE RED?!
Definitely.

I’ve been trying to find out what’s going on here, and it seems really opaque. In my experience (US), I’ve never dealt with a shipping broker. Interestingly, customs seems to be very lax about collecting import duties on personal shipments.

One theory about why USPS/Canada Post is cheaper is some sort of cooperative agreement. I don’t know for sure, but there are plenty of shipping agreements with SEA countries and USPS—which is why shipping from China is often cheaper than shipping from another state.

I can’t parse that UPS invoice. The bulk of the charges are a vague ‘broker fee’ that isn’t explained, nor does it seem to align with published broker fee schedules and import duties.

So yeah, this does seem to be simply a grift. I really wish I could offer some sort of insight or suggestion. Have you tried contacting UPS for an explanation?

You can refuse to Pay , can't you? & tell them to return to sender?

You can, and then they give the sender three choices....

1) They can pay your duties for you
2) They can have the package returned for the cost of shipping again
3) The package can be destroyed and the sender may be charged an abandonment fee (they aren't clear as to what criteria determines the "may")

Just dealt with this yesterday, and the best part? After contacting the customer they provided me the transaction information where the duties had already been paid last week.

Is there a “why?” to all of this?

The duties / fees I mean. Is there some political mumbo-jumbo driving this insanity? (sorry…I said a bad word)

The duties I understand*. The "brokerage fees" I do not.

But I also don't understand what a "transportation fee" is.... Is that not what we already paid for?

*I mean I guess.... I don't exactly understand why the government of any country feels they need a cut of the profits for something I bought online.

Seems like that should just be part of the service they offer.... or quoted in the price up front.

They hit you with surprise charges after the fact, then hold your shipment ransom.

This is precisely the reason we don't have DHL as a shipping method anymore.
