SOLVED Greengage very low output

Hi. I am trying to figure out what is going on here. Volume is much lower than clean signal going in. It sounds like gain and tone are working, as is the clipping diode switch (verified with a sound probe).
The only substitution I made was 47pf capacitors for the 56pf. Although they both measured at 56pf on my capacitor meter. (Would that make such a large drop in volume)
I verified all resistor with a meter and capacitor values were double checked too. I swapped out all the IC's too.
not sure what is going on. I can give voltage readings for IC's if I know what values to look for.

What does your foot switch look like? Are you grounding your jacks? Also what type of solder are you using it looks like a lot of cold joints unless your using lead free.
