SOLVED Van Pelt Drive Problem

I build this Van Pelt Drive and it's doesnt work. I don't know why.

It's a tidy build, Resistor values all look good, Can't read the boutique brown resistor!
Have you wiggled the BS170 transistors to make sure they have full contact.
Have you tried another Op Amp, suspicious looking tl072?
Some Resistors dont have good penetration ie R14 - 330r ??
 
if you do not get it working, take it out of the enclosure and post a photo of the other side of the PCB. while it is out of the enclosure, see if it works when it is not boxed.
 
Advise me if you can't look pictures properly

go ahead and try reversing the transistors and see what happens. if that does not solve your problem, put them back in the sockets the way you have them now.

then use a meter to take the voltage readings on all 8 pins for the IC and the three pins on each of the transistors.
