However if you count the base junction in BJTs the count goes up to at least 4 for BJT discrete drives/fuzzes and up to many many many more inside ICs, which also include actual diodes. The TL072 probably has over a dozen transistors and maybe half a dozen diodes per side, for a total of 36 plus the two above we get to 38…
Transistors have diode junctions. Op-amps have lots of transistors. Pedals have transistors and op-amps and diodes and LEDs. The number for a "useful" pedal is certainly more than 2.
In theory you could build a pedal with no diodes. Who needs protection or LED? And who needs transistors and op-amps? The pedal could just be an AB switch box.

EDIT: I just re-read the question and it says "most" pedals, which negates my answer of 0, and I assume most pedals are not AB switch boxes
